-ing the censorship of the cor-

-respondence of Chinese coolies provided the Commissioner at Tei-

-haiwei can ensure that the outward correspondence from the homes

of the woolies passes through Hongkong.

If the number of coolies in Trace becomes very:

great the Staff required for the examination of every letter will become very big and I have therefore to enquire whether it is

desired that every single letter should be opened and read or

whether a fairly severe test examination will suffice. I may say

that up to date the censorship of Chinese correspondence passing through the Hongkong Post Office has not revealed anything of an

objectionable nature from the Military point of view.
